An Incremental Approach to Radical Change: Pathways for Psychedelic Policy

Nara Dahlbacka, Allison Hoots, Beau Kilmer, Ismail Lourido Ali

The landscape of possible state policy reform and frameworks is being tested in the states while being directly in conflict with federal law – what’s that all about? While Oregon and Colorado settle into their regulations, other states are trying their hands at similar models with a twist – or something completely different. This panel of diverse perspectives will consider the legal frameworks that create access to psychedelics as currently implemented in contrast with proposed models. Regardless of whether drug policy reform is proposed as a ballot or bill, there are complex strategies to successfully pass through the sieve of political and public opinion while simultaneously creating a functional, safety-oriented, and equitably accessible model to psychedelics. This panel’s review of these novel models will consider their viability and vulnerabilities in the states. These approaches–such as, medical, supported, personal permit, decriminalization, and deprioritization–will be evaluated for how they affect the variety of issues relating to the psychedelic landscape, such as costs and accessibility, safety, risks, facilitator responsibilities and requirements, indigenous rights and practices, continuity of care in healthcare, cognitive freedom, religious freedom, ethical standards, accountability, and the stigma created by prohibition. In addition, the panel will review different distribution and cultivation models, including personal growing and gifting and regulated sales in dispensaries or by delivery.
